新公共服务理论视角下新疆地区农田水利建设管理存在的问题及对策

Problems and Countermeasures in Construction and Management of Farmland Water Conservancy in Xinjiang Areas from Perspective of New Public Service Theory

随着时代的不断进步,我国对于灌区管理工作的开展有新要求。灌区管理人员是连接政府与农民的直接主体,其服务质量和方式直接关系到相关政策的实施和灌区运营管理体系的构建。本文以新公共服务理论为出发点,就新疆农田水利管理工作存在的问题进行探讨和分析,并提出对策,以期为进一步提高灌区管理水平提供参考。

With the continuous progress of the times,China has new requirements for the management of irrigation area.Irrigation area managers are the direct subjects connecting the government and farmers,and their service quality and methods are directly related to the implementation of relevant policies and the construction of irrigation area operation management systems.Based on the new public service theory,the paper discussed and analyzed the problems existing in Xinjiang′s farmland water conservancy management,and put forward countermeasures in order to provide references for further improving the management level of irrigation area.
