教育改革背景下社会团体参与教育评价的机制创新 被引量:4

摘要 社会团体作为第三方主体参与教育评价,能够提供更加独立、客观的意见和建议。当前,社会团体参与教育评价存在社会认可度不高、独立评价性不强、核心竞争力不够等问题,其实质是制度保障的规范性不足、评价水准提高不快、既得利益群体的抵制与排斥。因此,必须在教育改革框架下加快推进社会团体参与教育评价的机制创新,要突出体系化,将社会团体参与评价置于评价体系中考量,明确权责分配,科学设定门槛,构筑指标体系,建立持续运转形式;要突出链条化,对社会团体评价实施延伸评价,加强事前确权,做好事中调整,强化事后评估;要突出开放式,处理好与教育主管部门、学校教育主体的多方关系,努力实施多元主体协同评价;要突出服务性,以服务角色的强化、教育质效的提升、自主客观的评价作为社会团体参与教育评价的未来发展方向。 Social groups who participate in educational evaluation as the third party can provide more independent and objective views and suggestions.Currently,there exist such problems in the participation of social groups in educational evaluation as the low social recognition,the weak independent evaluation and the inadequate core competitiveness.Its essence is the insufficient standardization in the institutional guarantee,the slow improvement in the level of evaluation and the resistance and rejection of groups who have gained profits.Therefore,it is necessary to quicken the mechanism innovation of social groups participating in educational evaluation in the framework of educational reform,to highlight the systematism,measuring the participation of social groups in educational evaluation in the evaluating system,to make clear the distribution of rights and responsibilities,to set the threshold scientifically,to construct the index system,and to establish the form of continuous operation.It is necessary to implement the extensive evaluation of social groups assessment by highlighting the chain,to strengthen the clarification of rights before the evaluation,to make adjustment in the middle of evaluation and to make assessment after the evaluation.It is necessary to handle well the multiple relationships among education authorities and school education subjects by highlighting the openness in order to implement the coordinated evaluation of multiple subjects.It is also necessary to take the strengthening of service role,the improvement of educational quality and the autonomous and objective evaluation as the future development direction of social groups participating in educational evaluation by highlighting the service.
