江坪河水电工程重启再建管理综述

Review on the Restarting and Reconstruction Management of Jiangpinghe Hydropower Project

江坪河水电站是溇水干流规划的五个梯级电站中的龙头电站,属一等大(1)型工程。2011年10月,原项目业主资金链断裂,工程全面停工;2015年2月,成立湖北能源集团溇水水电有限公司,负责溇水干流江坪河、淋溪河水电站的工程建设与生产运营管理。主要参建单位的变化对工程建设造成了较大影响,给工程管理增加了难度。溇水公司励精图治,迎难而上,较好地处理了工程历史遗留、质量缺陷、主体工程承包单位撤场等问题,实现了工程质量、安全、进度总体可控。目前,工程枢纽建筑物、机电及金属结安装、电力外送及电力生产准备工作正在按计划稳步推进,按期实现投产发电目标指日可待。

The Jiangpinghe Hydropower Station which is classified as Class Ⅰ Large(1) project is the leading power station among the five cascade power stations planned for the main stream of Loushui River. In October 2011, the capital chain of original project owner is broken, and the project is completely suspended. In February 2015, Hubei Energy Group Loushui Hydropower Co., Ltd., is established to be responsible for the construction and operation management of Jiangpinghe and Linxihe hydropower stations on the main stream of Loushui River. The change of project owner has caused a great impact on project construction and added difficulty to project management. Loushui Hydropower Company works hard and faces the difficulties to deal well with the problems left over by history, the quality defects and the withdrawal of main construction contractors. The quality, safety and overall progress of project reconstruction are controllable. At present, the construction of project main structures, the installation of electromechanical and metal equipments, the power transmission project and the power production preparation are proceeding steadily as planned, and it is just around the corner to achieve the target of power generation.
