金融供给侧改革视角下西藏农牧区金融服务问题研究

Research on Financial Services in Tibetan Agricultural and PastoralAreas from the Perspective of Financial Supply-side Reforms

充足高效的金融供给能有效促进当地经济的高速发展,在西藏农牧区推进金融供给侧改革为推进新农村建设和实施乡村振兴战略提供金融服务,为推动农牧区经济发展和改善农牧民生产生活具有重要意义。本文通过定性定量分析农牧民对金融服务的需求变化和农牧区金融机构基层网点增量、金融产品更新换代、信用体系建设等金融供给情况,表明在农牧区金融需求旺盛,金融供给无法满足金融需求。需要从金融供给主体的结构和数量、金融产品的多样化、金融服务的延伸、金融基础设施建设等几方面的改进来提升金融供给质效,促进农牧区经济快速发展。

Sufficient and efficient financial supply can effectively promote the rapid development of the local economy.Promoting financial supply-side reforms in Tibet's agricultural and pastoral areas can provide financial services for promoting the construction of new villages and implementing the rural revitalization strategy,which is of great significance for promoting the economic development of agricultural and pastoral areas and improving the production and life quality of farmers and herdsmen.Through qualitative and quantitative analysis of the changes in farmers'and herdsmen's demand for financial services and the financial supply in agricultural and pastoral areas,such as the increment of financial institutions'primary outlets,the upgrading of financial products,and the construction of credit system,this paper showed that financial demand was strong in agricultural and pastoral areas and financial supply did not meet financial demand.Therefore,it is necessary to improve the structure and quantity of financial suppliers,the diversification of financial products,the extension of financial services and the construction of financial infrastructure to improve the quality and efficiency of financial supply and promote the rapid economic development in agricultural and pastoral areas.
