基于偏离度与服务化倾向分析的区域产业结构优度评价

Evaluation of Regional Industrial Structure Optimization Based on the Analysis of Deviation Degree and Service-Oriented Tendency

产业结构与经济发展具有显著的正向关系。当产业结构与经济社会环境不相适应时,需要加快推动产业新旧动能转换,促进经济持续健康发展。文章以2005-2018年《安徽省统计年鉴》数据为样本,从吸纳就业的视角对产业结构偏离度进行分析,发现第一产业人均劳动生产率亟待提高,第二产业吸纳就业能力不足,一、二产业结构偏离程度大。选择服务化倾向指标分析得知:相较于第二产业,安徽省第三产业发展从持续下降到转向回升,产业结构高级化程度提升,但服务化发展水平应该加速。最后,研究提出加快新兴产业规模化发展、增强第三产业创新能力、融合三次产业优势协同发展等政策建议。

There is a significant positive relationship between industrial structure and economic development.When the industrial structure is not adapted to the economic and social environment,it is necessary to accelerate the transformation of new and old industrial energy,and promote the sustainable and healthy development.Based on the data of Anhui statistical yearbook from 2005 to 2018,this paper analyzes the deviation degree of industrial structure from the perspective of employment.The result shows that per capita labor productivity of the primary industry needs to be improved;that the employment capacity of the secondary industry is insufficient;and their structure deviations are large.And then,service-oriented tendency analysis is carried out.Compared with the secondary industry,the tertiary industry development has changed from continuous decline to gradual recovery.In Anhui,the advanced degree of industrial structure has increased,but the development level needs to be accelerated.Finally,the paper puts forward some policy suggestions,such as accelerating the scale development of emerging industries,enhancing the innovation ability of the tertiary industry,and integrating the advantages of three industry groups for coordinated development.
