教师交流轮岗中的政策冲突分析及对策建议——基于四个县(区)的实证研究 被引量:4

摘要 采用实证研究的方法,对甘肃省两个县、湖北省一个区和北京市一个区的政府教育管理部门和中小学开展了教师交流轮岗中政策冲突的调查研究。研究发现教师交流轮岗政策在执行中与师资聘用制度、已有的类似轮岗政策、中小学教师职称晋升制度之间存在着明显的冲突,并受到农村教师补偿举措的干扰,导致流出校和流入校之间发生利益冲突,影响了教师参与交流轮岗的意愿,阻碍了优质师资的有效流动。据此,建议重建教师身份,变“学校人”为“系统人”;尊重教师主体地位,完善激励措施;建立以区域为单位的优质均衡教育发展观。 With an empirical approach,an investigation has been conducted on the policy conflicts in the teacher exchange and job rotation in the educational management departments and primary and secondary schools in two counties in Gansu Province,one district in Hubei Province and one district in Beijing.It finds that there is an obvious conflict between the implementation of the policy for teacher exchange and job rotation and the teacher employment system,the existed job rotation policy,the promotion system of teachers’professional titles/positions in primary and secondary schools,and that it is interfered by the compensation measures for rural teachers,which leads to the conflict of interests between outflowing schools and inflowing schools,affects the teachers’willingness to take part in the teacher exchange and job rotation,and hinders the effective flow of high-quality teachers.Therefore,it is suggested to rebuild teachers’identity and change“school person”into“system person”,respect the dominant role of teachers and perfect incentive measures,and form a high-quality and balanced education development concept based on the region.
