摘要
经济层面的“走出去”主要是对外投资合作和对外承包工程,多样性的基础设施投资PPP模式有助于推进“走出去”战略的深入实施。“一带一路”沿线巨大的基建市场为我国社会资本“走出去”提供了广阔的平台,然而“一带一路”沿线国家的政治经济环境错综复杂,如何科学地评估投资环境,选择适合的PPP项目类型以避免项目失败带来损失至关重要。因此,笔者将突变级数法和熵值法结合,全面系统地选取评估指标,构建“一带一路”沿线国家基础设施PPP投资环境评估分析模型,选取样本国家进行实证分析,并根据评估结果筛选适宜的PPP项目类型,为我国基建产业“走出去”,迈入国际大市场,实现合作共赢提供决策依据。
The“Go Global”strategy at the economic level is mainly foreign investment cooperation and foreign contracted projects.The diversified infrastructure investment PPP model helps to promote the in-depth implementation of the“going out strategy”.In recent years,the huge infrastructure market along the“Belt and Road”has provided a broad platform for China's social capital to“Go Global”.However,the political and economic environment of these countries along the“Belt and Road”is intricate.How to scientifically evaluate the investment environment,choose the appropriate type of PPP project,and avoid the losses caused by project failure are crucial.Therefore,the thesis combines the mutation series method and entropy method to comprehensively and systematically select evaluation indicators to construct a PPP investment environment evaluation and analysis model for national infrastructure along the“Belt and Road”,select sample countries for empirical analysis,and choose appropriate ones in types of PPP project based on the evaluation results.It provides a basis for decision-making for China's infrastructure industry to“going-out”into the international market and achieve win-win cooperation.
