基于三元协同治理的跨区域生态治理新模式——以京津冀为例

A New Model of Cross-regional Ecological Governance Based on Ternary Collaborative Governance:Taking Beijing-Tianjin-Hebei as An Example

京津冀协同发展5年来,生态协同治理取得重大进展,域内空气质量较2013年有明显改善,但深层次体制机制弊端也逐渐显现。为进一步推进京津冀生态协同治理,针对京津冀生态协同治理中存在的特征性难题,借鉴永定河流域综合治理与生态修复的成功经验,探索京津冀跨区域生态协同治理新模式。研究发现,只依靠政府力量进行生态治理收效甚微且难以持续,推进京津冀跨区域三元生态协同治理,充分发挥三元主体--政府、市场及社会的能动性,并建立公司化运作的京津冀生态协同治理机构来协调各方利益,以期建立长效化的京津冀生态治理体系,实现京津冀地区生态保护与经济发展的互利共赢。

In the past five years of the coordinated development of Beijing-Tianjin-Hebei,significant progress has been made in ecologically coordinated governance.The air quality in the region has improved significantly compared with that in 2013,but the shortcomings of the deep-seated systems and mechanisms have gradually emerged.In order to better promote the Beijing-Tianjin-Hebei ecological cooperative governance,this article briefly sorts out the characteristic problems in the Beijing-Tianjin-Hebei ecological cooperative governance,and learns from the successful experience of comprehensive management and ecological restoration in the Yongding River Basin,and explores the Beijing-Tianjin-Hebei cross-regional ecological coordination new model.The study found that relying solely on government power for ecological governance has little effect and is unsustainable.Effective measures should be done to promote the Beijing-Tianjin-Hebei cross-regional ternary ecological collaborative governance,give full play to the initiative of the ternary subject:government,market,and society,and establish a corporate-operated Beijing-Tianjin-Hebei ecological synergy governance institution to coordinate the interests of all parties,establishing a long-term Beijing-Tianjin-Hebei ecological governance system,and achieving a mutually beneficial win-win situation for ecological protection and economic development in the Beijing-Tianjin-Hebei region.
