国内对工程造价的定义既不科学,也不严谨,原想扩大工程造价的专业覆盖面,使工程造价成为一个横跨建设投资、工程交易价格、建筑产品成本和建设成本4大领域的概念,进一步助力工程造价的崛起,不料"聪明反被聪明误",反而制约了工程造价的发展。做工程造价的,理不清工程造价;讲工程造价的,说不清工程造价。这就是工程造价发展的窘况。这四大领域分别属于投资管理部门、价格管理部门、建设以及交通、水利专业和财政部门等管理,这就使得工程造价难以获得充足的政策支持。转变对工程造价的认识,回归建筑产品制造成本(工程成本)计算和确认的本位,把建设投资、工程交易价格以及工程建设其他费、预备费、建设期贷款利息计算和确认作为工程造价的附加服务,进一步拓展工程造价的服务领域,以专、以精制胜,既是解决目前工程造价认识上分歧的金钥匙,更是助力工程造价长远翱翔的铁翅膀。
