坚持和完善中国特色社会主义制度是一项前无古人的制度建设工程,不会是轻轻松松、敲锣打鼓就可以实现的。它既要有高度的政治责任感,也要有坚定的制度自信和自觉,还要能精准把握"固根基、扬优势、补短板、重创新"的四重逻辑关系。因此,要按照十九届四全会《决定》的部署,稳固制度根基,厚植制度优势,补齐制度短板,促进制度创新,保持中国特色社会主义制度的稳定性和延续性,并不断增强其发展性和创新性,将制度优势更好转化为治理效能,不断提升中国特色社会主义制度秉赋,为实现"两个一百年"奋斗目标、实现中华民族伟大复兴提供有力的制度保证。

Insisting and perfecting the socialist system with Chinese characteristics,as an unprecedented system construction project which definitely can’t be achieved easily,requires not only a high sense of political responsibility,but also a firm confidence and consciousness on the system as well as the ability to accurately grasp the four logical relations of"reinforcing the foundation,promoting advantages,strengthening short board and emphasizing innovation".Therefore,actions should be taken based on The Decision deliberated and adopted at the 19 th Central Committee of the CPC to maintain the stability and continuity of the socialist system with Chinese characteristics and increasingly enhance its development and innovation by consolidating system foundation,strengthening the institutional strengths,reinforcing the short board in the socialist system and promoting the system innovation.By turning the advantages of the system into better governance efficiency,the endowment of socialist system with Chinese characteristics will be constantly developed,and a powerful guarantee system will be provided for the realization of the Two Century Goals and the great rejuvenation of the Chinese nation.
