Problems and Countermeasures of the Operating Mechanism of New-type Think Tanks in Colleges and Universities

实现国家治理能力现代化需要各类智库积极建言献策。高校智库是我国新型智库体系中不可或缺的组成部分。目前,高校智库建设在决策咨询机制、科研评价机制、人员管理机制以及经费管理机制方面存在一定的问题,使高校智库发展面临困境。因此,需要搭建多元化的咨询沟通平台、构建功能完善的高校智库成果评价体系、引入人才“旋转门”机制,以及完善资金筹备机制等举措来促进高校智库建设。

Realizing the modernization of national governance capability requires all kinds of think tanks to actively provide advice and suggestions.Think tanks in colleges and universities have become an indispensable part of the new-type think tank system in China.At present,there are some problems in the decision-making and consultation mechanism,scientific research evaluation mechanism,personnel management mechanism and fund management mechanism in the construction of think tanks in colleges and universities,which cause difficulties for the development of think tanks in colleges and universities.Therefore,it is necessary to build a diversified consultation and communication platform,build a well-functioning evaluation system of think tanks in colleges and universities,introduce the“revolving door”mechanism for talents,and improve the fund preparation mechanism to promote the construction of think tanks in colleges and universities.
