镇改市:乡村地区基层行政建制变迁的目标模式、对象选择与推进路径

The Upgrade of Town to City: the Goal, Patterns, Object Selection and Promoting Approaches of the Reform of the Basic Administrative System in the Rural Area

撤镇改市是现代市、镇行政建制出现之后城市化进程的产物。随着新型城镇化和乡村振兴两大战略的提出与实施,镇改市的目标应该是建立起适应这两大战略发展需要的新型城市,改市模式的选择应秉持"三个有利于"原则来进行,最终应选取那些具有较强独立性的非县级政府驻地的特大镇作为改市的对象。当前,应正视撤镇改市中存在的各种障碍,从行政区划调整、行政层级升级与行政链条压缩、政府职能重塑、机构设置模式创新、人员编制使用模式创新、下设管理单元模式创新、相关政策法律法规完善等七个方面着手,着力推进撤镇改市的城镇化进程。

Removing town to upgrade to city is the outcome of the urbanization process after the establishment of the administrative system of modern city and town. With the two strategies, i.e. new urbanization strategy and rural revitalization, proposed and implemented, the goal of the upgrade of town to city should be to establish a new type of city to meet the developmental needs of this two strategies, and the pattern selection of city that town will upgrade to should follow the principle of"three favorables", for which it is finally necessary to select those megalotowns with strong independence and without county-level government residence as the object of the upgrade to city. At present, we should face up to all kinds of obstacles existing in the reform of removing town to upgrade to city, and make efforts to promote the process of removing town to upgrade to city from seven aspects, i.e. the adjustment of administrative division, the upgrade of administrative hierarchy and the simplification of administrative links, the reshaping of government functions, the innovation of organization structuring patterns, the innovation of staffing usage patterns, the innovation of subordinate administrative unit patterns,and the improvement of relevant policies, laws, and regulations.
