利用既有铁路发展市郊铁路的思考与建议

Thoughts and Suggestions on Development of Suburban Railways by Using Existing Lines

市郊铁路是世界大都市圈建设发展的重要支撑。基于对我国铁路客货运输需求、铁路与城市功能空间布局关系以及铁路设施建设布局特征的分析,指出利用既有铁路开行公交化市郊列车存在的主要问题及原因。结合我国未来城镇化发展趋势,从发展转型、设施优化、路径创新、机制改革等方面,提出铁路更多参与城市交通服务、改扩建既有铁路设施、利用既有与新建并重、创新路地合作机制等市郊铁路发展建议,以促进市郊铁路与中心城市、都市圈协同发展。

Suburban railways serve an important support for the construction and development of metropolitan areas all over the world.Based on the analysis of China’s railway passenger and freight transport requirements,relations between railways and urban space,and the characteristics of railway facilities,the paper puts forwards main problems confronted in the operation of bus-like suburban trains using existing railways as well as the reasons behind.Taking into account the progress of China’s urbanization,it proposes some suggestions on suburban railway development including more involvement of railways in urban transit services,reconstruction and expansion of existing railway facilities,equal importance to existing and new railways,and innovation in railway-local authority cooperation mechanism in such aspects as development and restructuring,facility optimization,route innovation and mechanism reform,so as to promote the coordinated development of suburban railways,central cities,and metropolitan areas.
