我国体育社团发展的政策动因与职能转变

On the Transformation of Sports Associations’the Main Functions in the New Era

体育社团是国家推进体育事业发展过程中连接政府与社会的纽带与桥梁。采用文献资料法、访谈法、逻辑分析法,探析了我国体育社团职能发展的政策动因与适时演变。体育社团的成立与规范发展、结构与性质的改革,以及当代发展的整体推进,均以强有力的政策背景作为动因。实体化面临组织结构的张力,法制化面临法制体系的缺失,经费源呈现获取渠道的单一,是我国体育社团发展面临的主要现实困境。转化主体间"政社分开"的依存关系,"责权利益"的一致关系,以及"放-管-服"的自我关系,形成管理与服务并行,有序与灵活并举的新型发展理念,是推进体育社团改革与发展本质性深入的适时需要。

Sports associations are the link and bridge between the government and society in the process of promoting the development of sports.By means of literature review,interview and logical analysis,this paper analyzes the policy motivation and the transformation of the main functions of the sports associations in China.The establishment and development of the sports associations,the reform of the structure and nature,and the overall promotion of the contemporary development are all motivated by the strong policy background.The perplexity of entity,the tension of legal system and the solidification of funds are the main institutional difficulties faced by the development of sports associations in china.The transformation between the main“zhengshe apart”dependency relation,“consistent relationship between responsibility and rights”,and“pipe service”self relation.The new concept of management and service in parallel,orderly and flexible at the same time,is an essential,deep and timely need to promote the reform and development of sports associations.
