作为学科、教师、平台的结合体,高校新型基层学术组织是加强人才培养、科学研究、学科建设的发动机。从国内外高校基层学术组织的发展脉络谈起,分析了新型学术组织发展与一流大学、一流学科以及教师发展之间的关系,提出要管理重心下沉,激发基层学术组织活力;回归知识本位,谋划基层学术组织设置;以"人才培养"为根本,整合基层学术组织功能;平衡内部权力关系,优化基层学术组织运行,积极探索"双一流"背景下高校新型基层学术组织发展的路径。

As a combination of disciplines, teachers and platforms, the new grass-roots academic organizations in universities are the engines to strengthen personnel training, scientific research and discipline construction. Starting from the development of grass-roots academic organizations at home and abroad, this paper analyzed the relationship between the development of new-type academic organizations and the development of firstclass universities, first-class disciplines and teachers, and put forward that the focus of management should sink to stimulate the vitality of grass-roots academic organizations;Return to the knowledge base to plan the establishment of grass-roots academic organizations;Integrate the functions of grass-roots academic organizations based on "personnel training";Balance the internal power relationship, optimize the operation of grassroots academic organizations, and actively explore the development path of new grassroots academic organizations under the background of First-class Universities and Disciplines of the World.
