Outstanding Problems and Solutions Concerning External Environmental Improvement Prior to Launch of Operation of High Speed Railways

以商合杭高铁、郑阜高铁开通外部环境集中整治中遇到的突出问题和具体整治措施入手,结合合福、合蚌高铁后期外部环境整治的相关情况进行分析,依据铁路运输安全管理的有关要求,探讨在高铁开通前的外部环境整治管理及对策,确保依法合规通过运营安全评估,保证项目建设与运营的有序衔接、顺利开通和安全运营,为今后高铁开通前沿线外部环境整治工作提供借鉴。

This paper looks at the outstanding problems encountered in centralized environmental improvement before launching operation of Shangqiu-Hefei-Hangzhou High Speed Railway and Zhengzhou-Fuyang High Speed Railway and specific improvement measures,examines relevant conditions of external environmental improvement after the launch of service of Hefei-Fuzhou High Speed Railway and Hefei-Bengbu High Speed Railway,and in accordance with relevant requirements of safety management for railway transportation,it looks into external environmental improvement management and solutions before launch of operation of HSRs,to ensure successful acceptance in the evaluation of operation safety in compliance with relevant laws and rules,orderly transition from construction to operation,smooth launch of service and safe operation,and provide a reference for external environmental improvement along High Speed Railways prior to their launch of operation.
