陕南秦巴山深度贫困地区中小城市“三生空间”优化策略研究——以陕西省略阳县为例

Study on the Optimizing Strategy of"Three Basic Spaces"of Small and Medium-sized Cities in Qinba Mountains of Southern Shaanxi--Take Luoyang County of Hanzhong as an example

新型国土空间规划体系对城市空间布局提出了新的要求,生态文明建设导向下"三生空间"的优化提升策略已成为当下空间规划需要理清的重要议题。基于对陕南秦巴山区区域特征分析,以汉中市略阳县为例,对该地区的城市发展现状进行综合研判,对限制开发区域(重点生态功能区)中小城市"三生空间"协同存在的问题进行反思,整体层面提出"三生空间"协同优化策略。同时基于规划区用地适宜性评价结果,从城市开发边界划定、城乡协同发展模式、产业体系构建、生态空间营造、低碳交通结构、城市风貌管控等具体层面针对性地提出城市"三生空间"优化策略,以期为同类型城镇的转型发展提供借鉴。

The new land and space planning system has put forward new requirements for urban spatial layout.The optimization and promotion strategy of"Three Basic Spaces"under the ecological civilization construction guidance has become an important issue to be clarified in current spatial planning.Based on the analysis of the regional characteristics of Qinba Mountains in southern Shaanxi,and taking Lueyang County of Hanzhong City as an example,this paper comprehensively studies and judges the current urban development situation in this area,reflects on the problems existing in the synergy of"Three Basic Spaces"of small and medium-sized cities in restricted development areas(key ecological function areas),and puts forward the synergistic optimization strategy of"Sansheng Space"on the whole level.At the same time,the optimization strategy of"Three Basic Spaces"is put forward at the levels of construction,low-carbon traffic structure,urban style management and control,delimits the boundary of urban and rural development,constructs the industrial system and manages the ecological space.And in order to provide a reference for the transformation and development of the same type of cities and towns.
