高职教育国家战略实施过程中项目推进质量如何控制?--基于演化博弈模型的实证分析

How to Control the Quality of Project Advancement during the Implementation of National Strategy of Higher Vocational Education?——Empirical Analysis Based on Evolutionary Game Model

运用演化博弈模型,分析高职教育国家战略实施过程中,承担学校与政府项目质量评价进化稳定策略,并通过案例仿真模拟,以参数动态改变方式,探讨项目质量控制机制,研究发现:政府对承担学校质量评价验收后拨付的剩余资金减少,即质量评价验收时间点后延,演化博弈达到最优稳定状态概率越大,如减少至小于项目劣质推进价值,质量控制失去意义;验收前政府定期对项目推进动态跟踪质量审核,根据审核结果予以奖励,增加质量审核奖励性资金,博弈双方演化为最优稳定状态的概率就越大;承担学校项目推进价值越高、额外成本越低,政府质量审核误判率越低,项目演化博弈越容易达到最优稳定状态。最后,结合即将开展的"双高计划"国家战略实施,建议通过"牢铸新平台,协调政府管理与第三方评估""活用新政策,融合事中动态监控与配套激励""紧扣新标准,统一外部质量评价与内部质量保证"等措施完善项目推进质量控制体系。

In this paper,the evolutionary game model is used to analyze the evolutionary stabilization strategy of undertaking school and government project quality evaluation during the implementation of the national strategy of higher vocational education.Through case simulation,the project quality control mechanism is discussed through dynamic parameter changes.It was found that after the quality evaluation and acceptance,the remaining funds allocated by the government to school decreased,that is,the quality evaluation acceptance time point was delayed,the greater the probability that the evolutionary game reached the optimal stable state.If it is reduced to less than the project's inferior quality promotion value,the quality control loses meaning.Before the acceptance,the government regularly promotes the dynamic tracking quality audit of the project,rewards according to the audit results,and increases the quality audit reward funds,the greater the probability that the two parties of the game will evolve to the optimal stable state.The higher the value of undertaking the school project and the lower the additional cost,the lower the misjudgment rate of government quality audits,and the easier the project evolutionary game will reach the optimal stable state.Finally,in conjunction with the upcoming implementation of the national strategy of the“Double High Plan”,it is recommended to coordinate the government management and third-party evaluation through the creation of a new platform,make use of the new policy,integrate dynamic monitoring and supporting incentives in the event,and closely follow the new standards and unify external quality evaluation,improve quality control system of project promotion with internal quality assurance and other measures.
