智慧化安检与传统安检模式的冲突探究与分析

回顾中国安检发展历史的几十年中,中国民航安检始终贯彻以保证旅客、飞机和机场工作人员的生命财产安全为根本任务,综合国际规则、国家政策、行业标准与规范、相关技术发展现状与趋势、安检业务需求、经济发展状况、民族文化特性等因素,最终服务于国家和国际社会安全的保障方式和形态而不断地发展与创新。在过往的民航安全检查工作中,我国采取绝大多数的检查方式是利用行李安全检查仪器配合人工检查的模式进行。而随着民航客运流量的飞速增长以及安检人员的大量流失,民航安检工作工作量大、责任重、流程繁琐的问题被逐步暴露出来。在暴增的客流量面前,传统的安检模式已经难以满足实际工作需求。近两年,为了进一步提升民航安检的通行效率和保证安检的全面性,智慧化安检模式应运而生。在这种格局下,成本含量与技术层面要求稍低的传统安检模式受到了前所未有的挑战,智慧化安检与传统安检产生了矛盾与分歧,如何正确看待及应用,成为了当今民航业发展的不可逃避的关键问题。

Reviewing the decades of the development of China's security inspection,China's civil aviation security inspection has always taken ensuring the life and property safety of passengers,aircraft and airport staff as the fundamental task,integrating international rules,national policies,industry standards and norms,related technological development status and trends,security inspection business needs,economic development,national cultural characteristics and other factors.Finally,it continues to develop and innovate to serve the security ways and forms of national and international social security.In the past civil aviation safety inspection work,most of the inspection methods adopted by our country are carried out by using baggage safety inspection equipment combined with manual inspection.With the rapid growth of civil aviation passenger flow and the loss of a large number of security personnel,the problems of heavy workload,heavy responsibility and tedious process of civil aviation security inspection have been gradually exposed.In the face of the sudden increase in passenger traffic,the traditional security check mode has been difficult to meet the actual work needs.In the past two years,in order to further improve the efficiency of civil aviation security check and ensure the comprehensiveness of security check,intelligent security check mode arises at the historic moment.In this pattern,the traditional security inspection mode with lower cost and technical requirements has been unprecedentedly challenged.There are contradictions and differences between intelligent security inspection and traditional security inspection.Thus,how to treat and apply it correctly has become an unavoidable key issue in the development of civil aviation industry.
