进入新时代,东北老工业基地正处于优化经济结构、转变发展方式和发展动力的重要攻关期。从宏观层面来看,东北老工业基地产业结构优化升级需要建立和完善政策制度框架,国家战略应与东北发展相适应。具体包括以下五个方面:深化供给侧结构性改革,增强经济活力;借助“一带一路”机遇推动产业结构优化;坚持建设创新型国家,利用创新引领东北振兴;深入推进乡村振兴战略和新型城镇化规划;落实全面减税降费改革。

In the new era,the northeast old industrial base is in the key period of optimizing the economic structure,changing the development mode and developing power.From the macro-level,the optimization and upgrading of the industrial structure of the northeast old industrial base needs to establish and improve the policy and institutional framework,and the national strategy should be adapted to the northeast development.It includes the following five aspects:deepening supply-side structural reform and enhancing economic vitality;promoting industrial structure optimization by taking advantage of Belt and Road opportunities;persisting in building an innovative country and leading the revitalization of northeast China through innovation;We will deepen rural revitalization strategies and new-type Urbanization Plansand implement a comprehensive reform of reducing taxes and fees.
