突发公共卫生事件下交通管理对策的思考——以广州市为例 被引量:8

摘要 突发公共卫生事件下,交通系统的目标既要保证人员的有序运输以支撑社会经济的发展,又要避免人员在交通工具和交通场所流动过程中的疫情扩散。从客流运输、道路运行、交通结构以及社会经济等方面分析广州市在新型冠状病毒肺炎疫情期间交通运输行业受到的影响。梳理广州市在疫情期间采取的应急交通管理措施,这些措施对疫情防控和保障市民基本出行起到了积极作用。最后,从运营管理和政策机制方面提出对策建议,包括利用大数据、人工智能等新技术对人、车、路、环境等进行跟踪和监测,并融入城市治理的大框架中;构建对外交通和城市交通的区域协同防控机制以及信息化协作平台等。 Under the public health emergencies,a transportation system should guarantee effective travel of people to support social and economic development as well as prevent the spread of the epidemic through public transportation.This paper analyzes the impact of the COVID-19 pandemic on Guangzhou transportation system in several aspects:passenger flow,traffic operation,travel mode share and local economy.Through reviewing the emergency traffic management measures taken by the municipal government of Guangzhou during the epidemic,the paper concludes that these measures have played a positive role in epidemic control and basic travel of citizens.Finally,the paper suggests the improvement in traffic operation,management and policies,including tracking and monitoring of people,vehicles,roads and traffic environment with technologies such as big data and artificial intelligence,and integrating the above improvements into the general framework of urban management.It is necessary to establish regional collaborative mechanism during epidemic control and prevention and informatization cooperation platform for external transportation and inner-city transportation.
