疫情冲击对制造业供应链的影响分析及“后疫情时代”的政策取向

Analysis of the Impact of Epidemic on the Supply Chain of Manufacturing Industry and the Policy Orientation in "Post Epidemic Era"

疫情冲击是对全球制造业供应链的一次压力测试,维护制造业供应链的稳定性关系到我国制造业高质量发展和供给侧结构性改革目标任务的实现。本文在文献分析的基础上结合经验观察,提出疫情冲击制造业供应链的理论框架,重点从供给、需求视角以及区域、行业和企业规模维度对疫情冲击的影响展开分析,综合对疫情期间金融、财税和就业等相关纾困政策的简要述评,提出"后疫情时代",通过优化制造业空间布局、提升供应链整合能力、推进制造业数字化转型、构建制造业金融体系和加强国际合作等途径,提升制造业供应链网络协同能力。

The impact pf epidemic is a stress test of global manufacturing supply chain. Maintaining the stability of manufacturing supply chain is related to the realization of the high-quality development of China’s manufacturing industry and supply side structural reform. On the basis of literature analysis and combined with practical observation, this paper puts forward the theoretical framework of the impact of the epidemic on the supply chain of manufacturing industry, focusing on the analysis from the perspective of supply, demand and the dimensions of regional,industrial and enterprise scale, and comprehensively summarizes a brief review of financial, fiscal, taxation and employment related relief policies during the epidemic period, and proposes that in "post-epidemic era", we can optimize the spatial layout of the manufacturing industry, improve the ability of supply chain integration, promote the digital transformation of the manufacturing industry, build the financial system of the manufacturing industry and strengthen international cooperation to enhance the collaborative ability of the manufacturing supply chain network.
