Research on the Standard System of Humanities and Social Sciences Research Integrity and Its Construction

科研诚信是科技创新的基石,制定科研诚信规范体系对于开展科研工作、实施创新驱动发展战略具有指导意义。科研创新主管部门、研究院所和高校分别开展了科研诚信管理制度和规范的研究与实践,但是往往缺少系统性。论文认为,根据人文社会科学科研诚信的特点体系化制定标准,包括国家层面的法律法规、政府部门规章和地方性法规与规章,以及责任主体层面的管理规范和制度规范等,形成规范体系,有利于科研诚信生态的建设。

Scientific research integrity is the cornerstone of scientific and technological innovation,and the establishment of scientific research integrity standard system is of guiding significance for carrying out scientific research work and implementing innovation driven development strategy.Scientific research and innovation departments,research institutes and colleges and universities have respectively carried out research and practice on scientific research integrity management system and norms,but they are often lack of systematicness.According to the characteristics of scientific research integrity in humanities and social sciences,the standard system should be established systematically,including laws and regulations at the national level,regulations of government departments and local laws and regulations,as well as management norms and system norms at the responsibility subject level.It is conducive to the construction of scientific research integrity ecology.
