关于培育高校教师“双带头人”党支部书记的思考

On the Cultivation of"Double Leaders"Party Branch Secretaries of University Teachers

高校教师党支部建设是高校党建的基本单位,支部书记是否具有“业务精”“政治强”的全面素质则是关系到基层党支部建设效果如何的关键。以河南省10余所高校教师党支部“双带头人”支部书记覆盖情况为基础,并对河南中医药大学123位教师党支部书记进行问卷调研和个别访谈发现,高校教师党支部建设存在“业务精”“政治强”全面人才储备不足、组织生活相对单一、时间精力有限,难以处理好业务和党务工作的关系、对“双带头人”工程持续性存疑,学校的重视程度有待加强等几方面问题。扩充高校教师党支部书记后备人员、建立完善学习机制、出台相应激励方案和确立长效保障机制则是推动高校教师“双带头人”支部书记培养的有效措施。

The construction of the Party branch of teachers in Colleges and universities is the basic unit of the Party Construction in Colleges and universities.Whether the Secretary of the branch has the overall quality of"professional precision"and"political strength"is the key to the effect of the construction of the Party branch at the grass-roots level.Based on the coverage of"double leaders"branch secretaries of teachers'Party branches in more than 10 colleges and universities in Henan Province,and through questionnaire survey and individual interviews with 123 teachers'Party branch secretaries in Henan University of traditional Chinese medicine,it is found that the construction of teachers'Party branch in Colleges and Universities has the following problems:lack of comprehensive talent reserve,relatively single organizational life,limited time and energy,so it is difficult to deal with the business well The relationship between affairs and party affairs,the doubt about the sustainability of the"double leaders"project,and the attention of the school need to be strengthened.The effective measures to promote the training of"double leaders"branch secretaries are to expand the reserve personnel of the Party branch secretaries of teachers,to establish and improve the learning mechanism,to introduce corresponding incentive programs and to establish a long-term guarantee mechanism.
