PPP and Self-Organizing System:Innovation of Agricultural Infrastructure Supply Mechanism

农业基础设施PPP与农户自组织在理论上具有相融性,PPP可以为自组织形成创造条件,自组织也有利于为实现PPP创造条件。"大国小农"背景下,"PPP +自组织"具有重要意义,它能将分散农户利益联结起来,是促进小农与现代农业发展衔接的有效路径。我国政府、农户、社会资本和金融机构对农业基础设施"PPP +自组织"存在巨大的潜在需求,"PPP +自组织"有利于将各方需求整合在一起,形成"大国小农"背景下推动农业现代化的重要动力。为推动农业基础设施"PPP +自组织"落地,建议积极支持农户探索多种形式的自组织方式,完善PPP立法相关内容时充分考虑农业基础设施PPP模式的特殊性,发挥政府引导作用以对接各方需求。

Theoretically,as for agricultural infrastructure,there is a natural integration between PPP and self-organizing system.PPP facilitates the self-organizing system,while self-organizing system creates favorable conditions for PPP model.“PPP+self-organizing system”is of critical importance in adapting our nation’s feature of huge country with small-scale farming.It will join the interest of dispersive farmers together,help in connecting small-scale farming economy with modern agricultural development.“PPP+selforganizing system”will fill the tremendous potential demand of our government,farmers,social capital and financial institution.Implementing this model in agricultural infrastructure will integrate the demand of all aspects,which forms a driving force in pushing agricultural modernization forward.In order to guarantee the implementation of this model,we suggest our government support farmers in exploring multiple instruments of self-organizing system and improve the concerned legislation and regulation to meet the specificity of PPP in agricultural infrastructure.The government is also supposed to link up the demand of all aspects and provide guidance in arousing the initiative of farmers,social capital owners and financial institutions.
