摘要 新电改后政府对电网企业的监管要点发生了转变,对电网的发展方向提出了新的要求,必须构建更加全面的综合评价体系以适应政府监管新背景.首先,提出了包括安全性、经济性、协调性、智能性和绿色性的多级电网发展影响指标体系;其次,利用层次分析法对各层级指标进行赋权,构建了电网发展水平的多级模糊综合评判模型;最后,基于华北地区4个电网的相关数据进行了算例分析.结果表明了所提方法能有效地评估电网发展水平. The government’s supervision points upon power grid enterprise have transformed after the new power reform,which puts forward new requirements for the development direction of power grid.It is necessary to build a more comprehensive evaluation system to adapt to the new regulatory background.First of all,a multi-level impact indicator system is proposed for grid development level including security,economy,coordination,intelligence and greenness.Secondly,AHP is used to empower all levels of indicators and builds the level of grid development.The multi-level fuzzy comprehensive evaluation model is constructed.Finally,a case study is carried out based on the statistical data of four power grids in North China.The results show that the proposed method can effectively evaluate the development level of power grid.
