福利国家社会政策范式转变及其对我国社会福利发展的启示

Paradigm Shift of Social Policy in Welfare State and Its Enlightenment to the Development of Social Welfare in China

福利国家经历了从传统型社会政策向发展型社会政策的政策范式转变,从基于社会正义的价值理念、以再分配和促进消费为主要手段的社会政策转向了以社会发展为价值取向,政府联合企业、非营利组织、志愿者、家庭、个体等行动主体共同参与的社会生产与投资模式。本文结合福利国家社会政策转型的学术史梳理,从价值取向、目标定位和干预焦点等方面对福利国家社会政策范式转变进行分析,结合中国社会福利发展面临的问题,对“共建、共治、共享”发展治理理念下,新时代中国社会福利理论建设和发展目标进行了理论分析。

The Welfare State has experienced a policy paradigm shift from the traditional social policy to social policy for development,from a social policy based on the value concept of social justice,with redistribution and consumption promotion as its main means,to a social development as its value orientation,model of social production and investment in which government,nonprofit organization,volunteers,families,individuals and other actors participate.Based on the academic history of social policy transition in the welfare state,this paper analyzes the paradigm shift of social policy in the welfare state from the aspects of value orientation,goal orientation and intervention focus,and combines the problems faced by the development of social welfare in China,under the concept of development governance of“co-construction,co-governance and co-shared”,the theoretical construction and development goal of social welfare in China in the new era are analyzed theoretically.
