农民专业合作社助力脱低机制探析——以北京市延庆区为例

Mechanism of Helping Farmers'Specialized Cooperatives to Get Rid of Low Income--A Case Study of Yanqing District of Beijing

打赢脱贫攻坚战是中国实现全面建成小康社会的主要目标之一,而农民专业合作社作为助力农民脱贫的重要载体已经成为共识。以北京市延庆区作为主要调研对象,采取实地走访与问卷调查相结合的方法,围绕农民专业合作社助力农民脱低开展探讨,从农民专业合作社人才情况、社员家庭状况、帮扶情况、社农关系情况等方面分析了农民专业合作社助力脱低的效果。在此基础之上,深入剖析了农民专业合作社助力脱低过程中存在的主要问题。最后,从多渠道带动、建立人才引进机制、加大财政投入以及加强人才培养等方面提出了提高北京市农民专业合作社助力脱低成效的对策与建议。

Winning the battle against poverty is one of China's major goals for building a moderately prosperous society in all respects.In addition,as an important carrier to help farmers out of poverty,specialized farmer cooperatives have become a consensus.Taking Yanqing district of Beijing as the main research object,adopting the method of field visit and questionnaire survey,the mechanism of farmers'professional cooperatives to get rid of low income was discussed,and the effect of farmers'professional cooperatives in helping farmers get rid of low income was analyzed from talents,members'family condition,assistance,and social and agricultural relation and so on.On this basis,main problems existing in the process of helping farmers'professional cooperatives breaking away from the condition of low income were analyzed.Finally,some countermeasures and suggestions were put forward to improve the efficiency of Beijing farmers specialized cooperatives helping farmers get rid of low income from multi-channel driving,establishing talent introduction mechanism,increasing financial investment and strengthening talent training and so on.
