黑龙江省重要农产品安全保障推进路径

Promoting Approaches of Ensuring Major Agricultural Products Supply in Heilongjiang Province

保障国家粮食安全和重要农产品有效供给对于确保社会经济持续健康发展以及社会大局稳定意义重大。黑龙江省作为中国的农业大省以及粮食主产区,未来仍将是国家粮食安全的“压舱石”以及重要农产品的核心产区和供给基地。重点分析了2011—2018年黑龙江省玉米、水稻、大豆等重要农产品的生产形势,指出了黑龙江省重要农产品供给存在的主要问题;在此基础之上,从加强田间基础设施建设、优化品种和区域布局、推进适度规模经营、加大产业融合支持力度、精准制定补贴政策、加大金融支农力度、加大对主产县市的利益补偿等方面提出了黑龙江省重要农产品安全保障的推进路径。最后,围绕黑龙江省粮食安全及重要农产品保障进行了展望。

Ensuring national food security and the effective supply of major agricultural products is of great significance to ensuring sustained and healthy development of social economy and overall social stability.As a major agricultural province and major grain producing area in China,Heilongjiang province will remain the"ballast"of national food security and the core producing area and supply base of major agricultural products in the future.This study focused on the analysis of the production forms of maize,rice,soybean and other important agricultural products in Heilongjiang province from 2011 to 2018,and pointed out the main problems existing in the supply of major agricultural products in Heilongjiang province.On this basis,the promoting approaches of ensuring major agricultural products supply were put forward from strengthening field infrastructure construction,optimizing variety and regional layout,promoting moderate scale operation,increasing support for industrial integration,accurately formulating subsidy policies,increasing financial support for agriculture,and increasing interest compensation to main production counties and cities.Finally,the prospects of food security and major agricultural products security in Heilongjiang province were forecasted.
