绿色气候基金发展与对策建议

Development and Suggestions of the Green Climate Fund

摘要 绿色气候基金(GCF)是为了支持发展中国家减缓和适应气候变化,由发达国家出资建立的基金。该基金通过发挥国际公共资金的催化效应,促进资金流向低碳领域,提高应对气候变化的韧性,推动全球实现应对气候变化的目标。目前,中国有两个机构通过了GCF国家执行机构认证,并于2019年12月获得GCF首笔1亿美元"催化气候融资",用于支持亚洲开发银行在山东的项目。虽然当前GCF的参与广度和投资力度不断提升,但仍面临较多制约和挑战,中国在吸引GCF投资方面仍有待加强。
