摘要
高校教学质量管理是高等教育履行使命的根本保障。二十多年来,经过几轮国家教学评估的部分高校教学质量管理呈现内卷化的低效状态。借用政治学"运动式治理"范式,以锦标赛和资格赛下的高校治理激励不相容为背景,分析高校运动式的教学质量评估低效的发生机制,即"常规失效-运动补救-有限成效-深层机制-对策思考"。指出构建并实施常规化、均衡化的高校教育教学质量评价和激励机制才是治本之策。
The quality management is the fundamental guarantee for its mission fulfillment in higher education. In the past two decades, some colleges and universities, which have undergone the national teaching evaluation, have shown an inefficient state of involution. By using the "campaign-style governance" paradigm in the political, and in the context of the incompatibility of university governance incentives in tournaments and qualifiers, the mechanisms of the unsatisfying campaign-style teaching quality management is constructed, namely "conventional failure-campaign remediation-unsatisfying effectiveness-deep mechanism-proposal". It is suggested that the construction and implementation of a regularized and balanced college education quality evaluation and incentive mechanism is the fundamental solution.
