摘要
通过对盘龙河流域基本情况的分析,在给定河流水功能区现状和规划的水质目标、设计流量、污染物综合衰减系数等条件下,采用一维水质模型核算了不同水功能区的纳污能力。在核定水域纳污能力的基础上,结合已有相关成果、区域经济技术水平、河流水资源配置等因素,以及此次确定的水功能区达标目标为基准,分别提出2020年、2025年、2030年3个阶段水功能区限制排污总量方案,为盘龙河流域污染治理和水资源保护提供技术支撑。
Through the analysis of the basic situation of Panlong River Basin,under the conditions of its current and planned water quality control,designed flux,and comprehensive attenuation coefficient of pollutants of the river water function area,one-dimensional water quality model was used to calculate the capacity of pollutants in different water function areas;On the basis of approved assimilative capacity and combined with the relevant achievements,regional economic and technical levels,river water resources allocation and other factors,and the target of achieving the water function area determined this time,a gross restricted pollutants of water functional area for 2020,2025 and 2030 were proposed respectively,providing technical support for the pollution control and water resources protection of Panlong River Basin.
