摘要
利用2014~2017年中国103个国家级高新技术产业开发区的面板数据和三阶段DEA-Tobit分析方法对国家级高新区的创新效率及其影响因素进行了研究。先通过三阶段DEA模型估算了各国家级高新区的技术效率,再利用Tobit模型对处理后的效率值与高新区集聚变量之间的关系进行了实证研究。结果表明:在剥离外部环境及随机影响因素后,重新计算的国家级高新区创新效率更符合实际,且存在显著的地区差异,而高新区内部的资本集聚、企业集聚、人才集聚、产业集聚程度则是造成这种效率差异的主要原因。
Using the panel data of Chinese 103 national high-tech industrial development zones from 2014 to 2017 and the three-stage DEA-Tobit analysis method, the innovation efficiency and its influencing factors of the national high-tech zone are studied in this paper. Firstly, the technical efficiency of each country’s high-tech zones is estimated by the three-stage DEA model. The Tobit model is used to empirically study the relationship between the processed efficiency values and the park agglomeration variables. The results show that after the external environment and random influencing factors are stripped off, the innovation efficiency of Chinese national high-tech zones is more realistic and there are significant regional differences, while the capital accumulation, enterprise aggregation, talent accumulation and industrial concentration within the high-tech zone are the mains reasons for this difference in efficiency.
