新时代基层社会治理呈现理念升华、体系完善、能力提升、工具创新与效能增加的总体特征,实现了基层政权稳定性和治理有效性的统一。随着国家治理的演进和城乡社会的转型,基层社会治理既需适应城乡一体化的客观需要,又要突破"低组织化""碎片化""悬浮化""内卷化"等困境。市域社会治理是以设区的市为治理单元,覆盖农村、联结城乡的一种基层社会治理新样态,包含纵横协调的治理体制、以城市为依托的治理界面以及新技术支撑的治理工具等结构,具有以城带乡和基层再组织化、驱动"决策-执行"统一、弥合治理碎片化张力的基本功能。市域社会治理应处理好治理体系和治理能力协调、治理层级提升和治理重心下移以及党政统合和多元共治等三组关系,以市的较强统筹能力建立纵向秩序贯通和横向秩序扩展机制,赋予基层发现问题、解决问题的能力,建立非常规突发事件应急治理机制,以法治化、智能化激发社会治理效能。

In the new era,grass-roots social governance presents the overall characteristics of sublimation of the concept,improvement of the system,enhancement of capabilities,innovation of tools,and increase of efficiency,and has achieved the unity of the stability of the grassroots regime and the effectiveness of governance.With the evolution of national governance and the transformation of urban and rural society,grassroots social governance should not only adapt to the objective needs of urban-rural integration,but also break through the dilemmas of“low systematization”,“fragmentation”,“suspension”and“involution”.Municipal social governance is a new form of grassroots social governance that covers the rural areas and connects the urban and rural areas with the city set up as the governance unit.It includes a structure of a vertically and horizontally coordinated governance system,a city-based governance interface,and governance tools supported by new technologies.It has the basic function of promoting the countryside by cities,reorganizing the grass-roots level,driving the unity of“decision-execution”and bridging the fragmentation of governance.Municipal social governance should deal with the three groups of relationships:governance system and governance capacity coordination,governance hierarchy promotion and downward shift of governance focus,and party-government integration and pluralistic co-governance.Besides,with the city's stronger overall planning capacity,a vertical order continuity and horizontal order expansion mechanism should be established to give the grassroots the ability to find and solve problems,establish an emergency response mechanism for unconventional emergencies,and stimulate the effectiveness of social governance through rule of law and intelligence.
