良法善治:新时代“中国之治”的价值内蕴及实践路径

Good Law and Good Governance:the Connotation and Path of Chinese Governance in the New Era

法治是国家治理体系和治理能力现代化的基本要求和基本方式。党的十九大和十九届四中全会都强调用良法保障善治。良法是善治的前提和基础,善治是国家治理的价值内涵和追求。选择良法善治,是新时代“中国之治”的客观使然。新时代,我国的国家治理必须在党的领导下,不断推进“科学立法、严格执法、公正司法、全民守法”,全面推进依法治国、法治中国建设,实现良法善治。

Governed by law are the basic requirement of national governance system and the basic mode of modernized Chinese governance.The notion of good governance should be guaranteed by good law is proposed both in the report of the 19th National Congress of the CPC and the 4th Plenary Session of the 19th central committee of the CPC.It stressed that good law is the premise and foundation of good governance,while the good governance is the connotation and the goal of national governance.Therefore it is quite necessary to choose this way as the Chinese governance.Under the leadership of the CPC,Chinese governance must continue to promote“scientific legislation,strict law enforcement,fair administration of justice,and law-abiding by the whole people.”Thus we can push forward the overall administration the country by law and governed by law.
