A Comparative Study of Artificial Intelligence Policies of China's Centraland Local Governments:A Three-Dimensional Frame

[目的/意义]人工智能作为引领未来的战略性技术,对于推动我国产业革命与社会变革具有重要的现实意义。[方法/过程]以我国央地政府出台的人工智能政策文本为研究对象,构建了包含政策外部结构、政策工具、政策主题特征的三维分析框架,进而对央地政府的人工智能政策进行了比较分析。[结果/结论]研究发现,央地政府均以“通知”政策形式为主,且国家层面的政策较为缺乏;央地政府多使用环境型与供给型政策工具,需求型政策工具使用不足;央地政策具有较高相似性但仍存在部分差异性。鉴于此,从可操作性角度提出了完善我国人工智能政策的基本思路。

[Purpose/Significance]Artificial intelligence,as a strategic technology to lead the future,has important practical significance for promoting China's industrial revolution and social transformation.[Method/Process]This study takes the artificial intelligence policy text issued by the central and local governments of China as the research object,and constructs a three-dimensional analysis framework including the external structure of policy,policy tools and policy themes,and then carries out comparative analysis on the artificial intelligence policies of the central and local governments.[Result/Conclusion]The study found that the central government has adopted the“notice”policy as the main form,and the state-level policies are relatively lacking;the central government has used environmental and supply-oriented policy tools,and the demand-based policy tools are under-utilized;local policies have high similarities but still have some differences.In view of this,from the perspective of operability,the basic ideas for perfecting China's artificial intelligence policy are put forward.
