我国区域5G产业政策比较研究——基于政策目标、工具和执行的分析

A Comparative Study of 5G Reginal Policies in China:Content Analysis Using Policy Objectives,Tools and Implementation Framework

[目的/意义]随着5G商用在全国各地渐次展开,地方政府的产业政策对当地5G发展的影响日益凸显。比较分析不同地区5G政策的差异对于促进各地区5G协同发展至关重要。[方法/过程]对2018年以来23个省市643条5G政策条款编码构建数据库,从政策目标、政策工具和政策执行三方面选择20个政策变量,应用二元逻辑回归方法比较东中西部地区5G产业政策差异。[结果/结论]研究发现:现阶段我国地方政府出台的5G政策主要以任务导向型政策目标为主,供给型政策工具过多,需求型政策工具不足,东中西部地区在扩散导向型的政策目标和政策执行力度方面存在显著差异,需要进一步加强政策的因地制宜,因业施策。研究发现将为地方政府完善5G产业政策提供参考,也为揭示以5G为代表的新兴技术政策体系结构与变迁规律提供佐证。

[Purpose/Significance]With the gradually spreading of 5G commercial deployment all over in China,local government's policies not only influence the development of 5G industry in different regions but also attract lots of attentions from policy researchers.[Method/Process]Grounded on the policy objectives,policy tools and policy implementation framework,this paper first constructs a database coded with 643 items of 5G industrial policies issued by 23 local governments in China since 2018,then a binary logistic regression analysis is further conducted to analyze the differences of policy issues among the eastern,middle and western area.[Result/Conclusion]The research reveals that these 5G policies mainly serve as mission-oriented policy objective and focus on the supply side rather than on the demand side policy tools.It also shows that there are significant differences in decentralization-oriented policy objectives and policy implementation in the eastern,central and western regions.Local governments need to take measures in accordance with local conditions.This paper not only provides guidance for local governments to improve its policies but also enhances our understanding of 5G policy structure and development in China.
