广西边境民族地区人才振兴的困境与出路

Talents Developing:Dilemma and Outlet of Guangxi’s Border Ethnic Minority Regions:Presentation based on the practice in KZ Village of Ningming County

人才振兴是推动乡村全面振兴的有力保障。以广西宁明县KZ村为案例,对广西边境民族地区人才振兴的困境及出路进行分析。结果表明:劳动力转移下的农村人口空心化、农村内生性人才匮乏,农村人才整体文化素质不高、乡村治理融合度低,农村人才结构不优、纺锤型结构失衡等,是广西边境民族地区人才振兴的主要制约因素。推进农业农村现代化,缩小城乡收入差距,培育新型职业农民,提高农村人口素质,建立人才激励和引进机制,是加强广西边境民族地区农村人才振兴的根本途径。

Talents developing is powerful guarantee to push overall rural revitalization.This article has conduct⁃ed case study on KZ Village of Ningming County in Guangxi to analyze the dilemma and outlet of talents devel⁃oping in Guangxi’s border ethnic minority regions.Results show that rural areas are facing population hollowing and lack of indigenous talents in the trend of rural labor transferring.Rural talents have low holistic cultural dia⁃thesis and rural areas are in low integration of governance.Thus,bad-optimized structure of rural talents and un⁃balance of spindle-shaped structure are major constraint factors for talents developing in Guangxi's border eth⁃nic minority regions.The fundamental solution to enhance talents developing in rural areas of Guangxi’s border ethnic minority regions is to boost agricultural and rural modernization,diminish urban-rural income gap,culti⁃vate new type of skilled farmers,elevate rural population quality and establish talents stimulation and introduc⁃tion mechanism.
