从“依法防控”到“依法治理”的几点思考——以首都北京为视角

Reflections on“Prevention and Control by Law”to“Governance by Law”——From the Perspective of the Capital Beijing

北京作为首都,在"战时防疫"和"平时治理"中都具备一定的特殊性,实践中亟待发挥法治在首都治理体系中的作用。同时,北京作为超大城市,坚持运用法治思维和法治方式开展疫情防控工作,有利于在处置重大突发事件中推进法治政府建设,提升城市治理水平。北京可以此为契机,从立法、执法、司法、守法各环节发力,提高依法防控、依法治理能力,努力建设更高水平的法治中国首善之区,积极构建更加有效的首都治理体系。

As the capital,Beijing has a certain particularity in"epidemic prevention in wartime"and"governance in peacetime".In practice,it is urgent to give play to the role of the capital law in the governance system of the capital.Meanwhile,as a mega city,Beijing adheres to the rule of law thinking and way to carry out the epidemic prevention and control work,which is conducive to promoting the building of a law-based government and improving the level of urban governance in handling major emergencies.Beijing can take this opportunity and exert from the legislation,law enforcement,judicial and law-abiding links to make efforts to improve the capacity of law-based prevention and control,law-based governance,strive to build a higher level of the rule of law in China's premier region,and actively build a more effective governance system in the capital.
