我国城市用地管控的不足、原因与对策

城市建设用地总量及其结构是否合理,是衡量一个地区城镇化是否健康的重要指标。改革开放以来,随着我国城镇化加速推进,城市对外快速扩张,我国城市用地管控过程中存在建设用地总量预测不精准、生态资源保护不够等问题,其原因主要有土地出让金归地方政府实际拥有、土地财政过多依靠新增建设用地、地方政府考核机制不健全等。我国城市用地管控需科学研判城镇化趋势,框定城市建设用地总量,强化生态红线管护,完善土地管理体制机制。

Whether the total amount and structure of urban construction land is reasonable or not is an important index to measure the health of urbanization in a region.Since the reform and opening up,with the acceleration of China's urbanization and the rapid expansion of cities,there are problems in the process of urban land management and control,such as inaccurate prediction of the total amount of construction land,inadequate protection of ecological resources and so on.The main reasons for the lack of urban land management and control in China are as follows:land transfer fees are owned by local governments,and land finance relies too much on new construction land,The assessment mechanism of local government is not perfect.The management and control of urban land in China needs to scientifically study and judge the urbanization trend,frame the total amount of urban construction land,strengthen the management and protection of ecological red line,and improve the land management system and mechanism.
