中共党组制度的历史逻辑、运作机理及实践要求

On the Historical Logic,Operating Mechanism and Practical Requirements of the Leading Party Group System of the CPC

党的十九届四中全会提出,坚持和完善党的领导制度体系,提高科学执政、民主执政、依法执政水平。作为党的领导制度体系的组成部分,中国共产党党组在党的组织架构中具有特殊重要作用,其历史演进过程体现了党对执政规律、治国理政认识的不断深化。通过组织嵌入、成员同构、职权交叉,党组制度促进了党的领导与依法执政的有机统一,成为加强党的全面领导,提高党依法执政水平的重要制度形式。在党组制度运行实践中,要把法治要求贯穿于党组工作的始终,完善党组的组织建设,优化党组议事规则、规范决策程序,不断提升党的长期执政能力和科学领导水平。

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China( CPC) proposed that we should uphold the leadership system of the party and improve the level of scientific,democratic and legal governance.As a part of the party’s leadership system,the leading group of the CPC plays a particularly important role in the party’s organizational structure,and its historical evolution reflects the party’s deepening understanding of the governing law and governance. Through the incorporation of the organization,the isomorphism of the members and the intersection of functions and powers,the leading party group system promotes the organic unity of the CPC’s leadership and governing by law,thus becoming an important institutional form for strengthening the CPC’s overall leadership and improving the ability of CPC’s governing by law. In the practical operation of the leading party group system,we should run the rule of law throughout the work of the Party group,improve the organizational construction of the Party group,optimize the rules of procedure of the Party group,standardize the decision-making process,and constantly improve the long-term ruling ability and scientific leadership level of the party.
