摘要
上海人口规模、土地资源、生态环境底线制约带来的发展瓶颈日趋显著,城市容积率超过日本东京都的水平,难以通过城市更新实现空间扩容。上海城市发展应实施“巨域驱动”战略,即建设高铁导向的核心城市合作轴,形成上海市区、上海“1小时高铁通勤圈”“90分钟商务圈”圈层式国际大都市网络体系,提升国际产业链分工水平,降低综合交易成本和生活成本,举长三角巨域之力驱动上海全球城市建设。
Shanghai’s population size,land resources and ecological environment have brought about increasingly significant development bottlenecks.The volume ratio of the city exceeds that of Tokyo,Japan.It is difficult to realize space expansion through urban renewal.Shanghai’s urban development should implement the strategy of“macro-area driving”,that is,to build a core city cooperation axis oriented by high-speed rail,to form an international metropolitan network system of“one-hour high-speed rail commuter circle”and“90-minute business circle”in downtown Shanghai,to improve the division of labor in the international industrial chain,to reduce the comprehensive transaction costs and living costs,and to use the power of the Yangtze River Delta macro-area to drive Shanghai’s global urban construction.
