从疫情防控看基层应急治理能力建设的问题与对策

Problems and Countermeasures in the Construction of Emergency Management Capacity at the Grassroots Level from the Perspective of Epidemic Prevention and Control

应急管理是国家治理体系和治理能力的重要组成,基层应急能力是基层社会治理的重要保障。本文就疫情防控中基层应急能力存在的问题进行了分析,从风险防控、协同治理、物资储备、完善预案以及数字技术等方面,提出了基层应急治理能力建设的对策建议。

Emergency management is an important component of the national governance system and governance capacity,and grassroots emergency capacity is an important guarantee for grassroots social governance.This paper analyzes the problems of grassroots emergency response capabilities in epidemic prevention and control,and proposes countermeasures for building grassroots emergency response capabilities from the perspectives of risk prevention and control,collaborative governance,material reserves,improvement plans,and digital technology.
