法国“未来投资计划”绩效评价的方法与启示

France’s"Future Investment Plan"Performance Evaluation Method and Its Enlightenment to China

建立健全符合新时期国家科技计划创新产出需求的绩效评价体系既是优化科技资源配置的客观要求,也是激发科研人员创新活力创建科技强国的有利保障。本文通过运用文献调研、类比分析和案例分析法,对法国"未来投资计划"事后绩效评价的原则和指标进行解读,发现:法国政府组织科技评价过程中,行政干预少,且赋予评审专家适度调整评价指标的权力;特别注重依靠制度建设,确保各类绩效评价工作的规范性和公平性;基于项目的内在差异,实事求是地实施分类评价、不强行设置指标权重。基于其实施分类评价的实践经验,本文对新时期中国科技计划评价体系与制度改革提出了两点思考与启示。

Establishing and perfecting the performance evaluation system in line with the demand for innovation output of national science and technology plans in the new era is not only an objective requirement for optimizing the allocation of scientific and technological resources,but also a favorable guarantee for stimulating the innovative vitality of scientific researchers to create a science and technology power.Through the use of literature research,analogy analysis and case analysis,this paper interprets the principles and indicators of the ex-post performance evaluation of France’s"Investments for the Future Programme",and finds that:in the process of scientific and technological evaluation by the French government,(1)there is little administrative intervention and the evaluation experts are empowered to adjust the evaluation index appropriately.(2)special attention is paid to relying on institutional improvement construction to ensure the standardization and fairness of various performance evaluation work.(3)based on the inherent differences of the project,the classification evaluation is implemented in a realistic manner,and the indicator weights are not imposed.Based on the practical experience of French implementation of classification evaluation,this paper puts forward two thoughts and enlightenments on the reform of China’s science and technology plan performance evaluation system in the new era.
