摘要
打好"三大攻坚战"是全面建成小康社会的艰巨任务,事关广大人民群众的根本利益,不仅要发挥政府管理的主体责任,提升政府治理能力,还要最大范围地动员社会力量参与,形成居民、社会组织、企业、金融机构、政府等多方力量共同参与的社会合力。这就需要从政府治理能力提升与社会合作治理两个层面出发,探讨打好"三大攻坚战"的路径设计:一是强化基于民主参与的制度构建能力;二是健全基于高效组织动员和激励的政策执行能力;三是完善吸纳社会协商合作的多元治理能力。同时,建立政府治理能力常态化评价机制和科学的评价指标体系,实现政府治理能力评价结果与政府绩效考核相结合。
Fighting the "three tough battles" is the arduous task to build a well-off society in an all-round way, and the fundamental interests of the broad masses of the people. It is beneficial to exert the main responsibility of the government management and improve the capacity of government governance, and also to mobilize the social forces to participate in to the fullest extent so as to eventually form the joint social effort involving the residents, social organizations, enterprises, financial institutions, governments and other forces. Therefore, it is of great necessarity to explore the paths design of fighting the "three tough battles" from the two aspects of the improvement of government governance capacity and social cooperative governance. Firstly, strengthening the institutional building capacity based on the democratic participation;Secondly, improving the policy implementation capacity based on the efficient organizational mobilization and incentive;thirdly, perfecting the multiple governance capability which absorbs the social consultation and cooperation. At the same time, it is helpful to establish a normalized evaluation mechanism and a scientific evaluation index system of government governance capability, and combine the evaluation results of government governance capability with the government performance assessment.
