乡风文明建设初探--以四川省绵竹年画村为例

Research on the Construction of Rural Civilization:A Case Study of Nianhua Village in Mianzhu,Sichuan Province

四川省绵竹年画村在乡风文明建设中,以基础设施为载体,传承传统文化、宣传村规村约;以特色活动为载体,强化思想文化阵地建设;以观光旅游业为载体,促进年画村经济发展。这些载体的合理使用使绵竹年画村乡风文明建设取得了一定成效。但在实际的乡风文明建设中还存在一些问题,表现为村民主体地位意识薄弱、陈规陋习分散存在、村民对相关政策法规了解甚少、休闲文化娱乐活动单一。主要原因在于体制机制不健全、宣传教育不到位、人力资源排列组合不合理、社区文化营造力不足。立足补充建立"政策、村民、社会工作机构和绵竹年画"这四个载体,促进绵竹年画村乡风文明建设再上新台阶。

In the construction process of rural civilization in Nianhua Village of Mianzhu,Sichuan Province,there are several carriers.On the one hand,taking the infrastructure as one carrier to inherit the traditional culture and publicize the village regulations;on the other hand,taking the characteristic activities as another carrier to strengthen the construction of ideological and cultural base.Meanwhile,taking the tourism industry as the third carrier to promote the economic development in Nianhua Village.The rational use of these carriers have obtained certain achievements in the construction of rural civilization of Mianzhu Nianhua village.However,there are still some problems,mainly focusing on the weakness of dominant roles awareness of the villagers,the scattered existence of outmoded conventions and customs,the villagers poor understanding of relevant policies and regulations,and the simplicity of the leisure culture and entertainments.The main reasons include the imperfect system and mechanism,the unfulfill publicity and education,the irrational arrangement of human resources,and the insufficiency community culture construction.Based on optimizing the carries of policies,villagers,social work institutions and New Year pictures of Mianzhu,this paper aims to promote the construction of rural civilization of Mianzhu Nianhua village to a new level.
