警用无人机在治安防控中的应用研究

警用无人机的使用催生了“空地一体、人机联动”的治安防控新模式,其全景式的视野、机动灵活的飞行方式、模块化兼容性的优势成为健全立体化、信息化治安防控体系的“空中天眼”,提升智慧警务水平、推进科技兴警的“智能工具”,解放警力资源、智能任务规划的“巡航警察”,适应了警察执法时空突发性强、快速反应的特点,在治安防控实践中有着广泛的应用。规范警用无人机的使用,应在建立多方参与机制过程中寻得公共安全防控与公民隐私保护的平衡,通过技术创新与专业素养确保警用无人机的飞行安全,综合法律与科技双管齐下升级“黑飞”反制能力。

Under the sky are all places within the law.The use of police UAV has given birth to a new public security prevention and control mode of“air space integration,man-machine interaction”.With its panoramic vision,flexible flight mode and modular compatibility,it has become an“eye in the sky”to improve the three-dimensional and information-based public security prevention and control system,an“intelligent tool”to improve the level of intelligent policing and strengthen the police by science and technology,and a“cruising police”for liberating police resources and intelligent mission planning.It adapts to the characteristics of strong and rapid response of police law enforcement in time and space,and is widely used in the practice of public security prevention and control.In order to standardize the use of police drones,we should find a balance between public security maintenance and the protection of citizens’privacy in the process of establishing a multi-party participation mechanism,ensure the flight safety of police drones through technological innovation and professional qualities,and upgrade the“black fly”counter control capability by combining law and technology.
