浅论西藏边境地区实现安全与发展的几个关系问题——基于西藏察隅、墨脱、波密三县调研

On the relationship between security and development of Tibet border area——Based on investigations in Tibet’s Zayu,Medog and Bomi counties

随着国际国内形势的变化,安全和发展正日益成为西藏边境地区缺一不可的两项重大议题。然而,西藏边境地区作为人口较少民族聚居区、重度连片贫困区、边界纠纷及反蚕食反分裂斗争前沿地带的叠加区域,其实现安全与发展所面临的形势较为严峻且迫切,集中表现在边民身份认同与国家认同的关系、外部支持与内生发展的关系、环境保护与边境发展的关系、边境安全与边境发展的关系、边境安全与边境开放的关系、边境发展与边境开放的关系、顶层设计与基层创新的关系、国防固边与边民守边的关系、边境前沿与战略后方的关系、重复建设与建设不足的关系等方面,妥善处理上述关系,对于西藏的安全与发展具有重要现实意义。

With the changes of international and domestic situation,security and development are increasingly becoming two important issues indispensable in the Border area of Tibet.However,as a superimposed area with small population of ethnic communities,heavily contiguous poor places,border disputes and the forefront of the struggle against encroachment and separatism,Tibetan border area’s situation of realizing security and development is grim and urgent,which concentratedly showed in relations between local identity and national identity of border people,external support and endogenous development,environmental protection and border development,border security and border relations development,border security and border open relationship,the relationship between border development and open borders,top-level design and grassroots innovation,national defense and local guard,border frontiers and strategic rear,Duplicate construction and insufficient construction,etc.Properly handling these relations is of great practical significance to the security and development of Tibet.
