"三重保障机制"在载运危险货物船舶安全监管中的运用探讨

随着海南自由贸易区(港)建设的不断推进,海南洋浦载运危险货物船舶到港数量迅速增长,为了保障辖区水上安全秩序稳定,洋浦海事局创新了载运危险货物船舶安全监管模式——"三重保障机制",以"准入门槛、分级管理、联合检查"三重保障六大措施达到源头管控、精准监管和行业联动的目的.文中主要介绍"三重保障机制"的运行模式和探讨推广运用.

With the continuous promotion of the construction of Hainan free trade zone (port), the number of ships carrying dangerous goods arriving at Yangpu Port in Hainan is growing rapidly. In order to ensure the stability of the maritime safety order in the jurisdiction, Yangpu Maritime Safety Administration has made innovations in the safety control mode of ships carrying dangerous goods. The mode of "triple-guarantee mechanism", i.e. access threshold, hierarchical management and joint inspection, together with six major measures, has enabled the achievement of the goal of source control, precise supervision and industry linkage as well as the ultimate goal of reducing overall safety risks. This paper mainly introduces the operation mode of "triple-guarantee mechanism" and probes into its application.
