农业规模化经营潜在风险的化解机制研究——基于“三位一体”农业共营制视角

Study on the Mechanism of Resolving the Potential Risks of Agricultural Large-Scale Operation--Based on the Perspective of “Trinity” Agricultural Cooperative System

规模化经营是提高农业竞争力的重要途径,但规模化经营过程中的潜在风险需特别关注。本文从"三位一体"农业共营制视角探讨如何化解规模化经营的潜在风险。研究发现,农业规模化经营风险包括经营主体风险和社会风险。农业共营制的土地股份合作社、职业经理人和农业社会化服务具有化解规模化经营潜在风险的内在功能,与规模化经营的潜在风险能够进行很好地匹配。鉴于此,应确立"三位一体"农业共营制的官方地位,规范农业共营制不同主体的行为,并保障农户农业共营制的进退自由。

Large-scale operation is an important way to improve agricultural competitiveness, but the potential risks in the process of large-scale operation need special attention. This article discusses how to resolve the potential risks of large-scale operations from the perspective of the "Trinity" agricultural cooperative system. The study finds that the risks of large-scale agricultural operation includes the risks of business entities and social risks. The agricultural joint stock land cooperatives, professional managers, and agricultural socialization services have the inherent function of resolving the potential risks of large-scale operations, which can be well matched with the potential risks of large-scale operations. In view of this, the official status of the agricultural cooperative system should be established, the behaviors of different subjects of the agricultural cooperative system should be regulated, and the freedom of advancement and retreat of the agricultural cooperative system for farmers should be guaranteed.
